I mean stopped clocks are occasionally right in that destabilizing US policies are major contributors to Central American migration. Of course the Russians would never start a regional war but that's not technically relevant to how the US has historically prevented Honduras Nicaragua and Guatemala from having stable governments that aren't in lockstep with the US.
