Yes but for simplicity on a CC map, things like that can be altered. Longer names take up more space, make maps harder to read and have to be abbreviated to fit in the game logs and drop down menus. To avoid all that, using one of the names is fitting, since people would still know is the same area! For example, North Carolina is the "proper name" for a state here in the US, but calling it Carolina is acceptable - people still know which area you're talking about. If I went up to an Englishman and asked about the "Lothian area," he'd know generally where I was referring to.
Double names ARE NOT NEEDED and only cramp and clutter the map and game logs.
