I just thought of this while abusing some players on Waterloo by trapping them on artillery. What happens in a game where everyone is stuck on artillery? It's most likely in a 5+ player game, where one person holds v. blucher, all the villages, and the two neutral farms, and then deadbeats (that's all 18 territories which can't be bombarded... so it could happen in a two player game with a special drop and really bad players). The remaining players grab up artillery and bombard each other. As long as there is at least one person on either (east-west) side or two on one (Napoleon-Wellington) side manage to wipe out the other side's artillery, then no one can win. The only move to make is bombardment, and at least two people can't bombard each other. ConquerClub has finally come up with a game with no possible resolution.
So.... is anyone interested in doing it to see what happens? You could make it escalating, and have the ultimate build game, because you could still get cards every round, but the game would never end (as long as no one missed their turns). In fact, you could do it with 8 people, set up one with the special territories, and the other 7 with one south side artillery each... then kill the rest of the territories. A 7 player stalemate.
I don't want to play (it seems really dumb to play for a draw) but I figured some people would, and I want to know how it gets dealt with.
