Having advanced his men into a spot from which he cannot continue the attack, he ended his turn - it's now my turn, and if I go and cash, I'm pretty sure the game is mine. My opponent has suggested that if I and the other player are gentlemen, we would each skip our turns and thus allow him to continue his turn from where he left off.
I have a couple thoughts on this, but wanted to hear from some others first.

I was in a speed game yesterday where an opponent had connection issues. I had made a terrible play and he was clearly going to win if he had not been disconnected. If he timed out, I would surely win the next turn. Since it was out of his control, I had no problems with letting him win a game in which he deserved to win. Being disconnected isn't a tactical error. Although my character wasn't tested because he reconnected with about a minute to go and won. It's almost similar to your situation with one very big difference. He had made no mistakes to cost him the game.
CC advancing on it's own is possible I guess, but it also could be human error. A mistake that is very hard to swallow-- locking your armies where they are rendered useless. It does happen quite frequently with the newer players. And most will say the same thing, it's not my fault it's CC's.
First, could he be in fact telling a tale to cover a mistake or did CC mysteriously advance his armies ? Or perhaps he's on CM where he clicked one too many times and it auto advanced them-- of which would be his negligence. In this case, I don't think it would be wrong with either decision you make. Comes down to judging his character if you have previous experience with this particular player. Is it highly possible that CC did in fact malfunction ? -- if the answer is no, i'd go win the game.
