Once you have 3 cards of the same color, or one of each color (red, green, and blue), you will have a little check box pop up next time you begin your turn. You select the cards you are planning to turn in (it has to be either 3 of a kind, or one of each kind), and you will get extra troops to deploy at the start of your turn.

The number of troops you get varies depending on the settings of the game, and the color of cards... but you will figure that out pretty quick. Also, if you see a card in bold, it means that when you turn it in, you will get 2 men added to the territory the card is of, in addition to the extra men.
