As long as there are enough troops to give these "ATTACK INTENSITY LEVELHOOPLAS" the attacker will have an advantage. You can figure out how much by multiplying.
Out of 100 rolls you would expect 37 double wins and 29 double losses. therefore you would come out 16 men ahead in the ideal scenario. In the short run though, you will not always get these results. Expected values only apply to very large numbers.

Actually it's more like (armies)
3v2: 36% win
3v1: 75% win
2v1: 41% win
In general, if you are attacking 3v1, 4v2, 5v3, 6v4, 7v6 or better, you will have >50% chance of win. And for even matchups, the tipping point occurs at 12v12 where it is now an attacker's advantage - which is why I am always perplexed when a player has a stack of >11 to defend a border when it would be better to just attack the threatening armies (assuming there is only one player threatening that border)
