Their could be all sorts of reasons for this user to make an account and fail to participate in games up to this point. From the looks of it in the 2 games he has joined he has still failed to take a turn.

With that being said their is no evidence to support a claim against him, just your suspicion. You will need to wait for an IP check on it.
