If the settlement/city bonuses dont work then I am all for the resources.
About the desert I am cool with either having a -1 army or just having it be a border block and no one can attack it.
About the robber, I dont know if its possible, but what if it was a computer generated army that couldnt be killed completely (though you could take it down to 1) and each turn it would get three guys. It would then at the end of each round take its turn of attacking one country it borders.
Again I do not know if this is possible but it would be a new twist that would make this map unique.

Okay, but how would the Robber move around? Presumably he would appear on a random territory, but every territory already has a player sitting on it. Even if you just set aside the "real" owner of that territory for the duration of the Robber's stay, there is still the question of when the Robber moves again. What triggers it? And is this sort of twist something that our lovely platform here is equipped to facilitate?
I don't think the Desert should be a border block. It should be a sort of all time neutral enemy. You could conquer it and use it as a bridge to attack adjacent tiles, but if you occupy it you lose one army per turn. If there is only one army left on the desert by a real player, it reverts to a neutral enemy army. That way the Desert can be used to attack from, but it makes no sense to occupy.
This would also make for a very interesting endgame, as the desert would be one of the last territories anyone in their right mind would want to capture.

I believe I wrote the answers to this but perhaps I am mistaken.

The Robber would be a CPU player, with one turn a day. It would randomly choose one border to attack. It would attack in the same way we do with auto attack. I hope not, this map is having a lot of those.

The other way it could work is that one person each round gets to control it. I like the computer playing it better though
Can't be done right now. No way to code the XML for computer players or for alternating players... or for a moving robber, random maps, etc. The XML just defines what parts of the map are countries, what countries can attack other countries, what countries are in a continent, and what the bonus is for each continent.... that's about it.
I still prefer the idea of continents matching resource usage (a brink and wood for a +1...), but if you go for each resource separately maybe you should tie them to their port (you have to own the ore port to get any ore bonuses)?
ore port + 1 ore = +1
port + 2 ore = +2
port + 3 ore = +4
port + 4 ore = +8
or something like that...
