How can you simultaneously believe that humans are unevolved base animals who need to be controlled through a systems of threats and treats to stop from killing/raping each other AND that government should be minimized?

i'm not an anarchist lol. legitimate crime prevention is one of the things government SHOULD be doing (although calling it "control" implies some kind of fascism, and i'm not a fascist either)

what i have a problem with is our government's attitude that they don't work for us and can do whatever they want with impunity. this mentality extends down to even low-level government employees like police officers. when soldiers and police commit atrocities like this against their own citizens on a regular basis, it's almost always with the backing of a tyrannical government. i don't think we're at the level of "tyranny" yet, but there's definitely a correlation between government intrusion into people's lives and offenses by government workers against ordinary citizens.

That's just part of being in a bureaucracy which is funded through involuntary exchange.
