The Scarecrow was a drug dealer in the Dark Knight, he was captured by Batman in that scene.

very keen observation! Not only was the "drug dealer" in all 3 movies (never in jail) he ended up judge of Gotham

why was all pre film pictures showing rain? - it didn't rain in the film. there was more snow than rain

I think it was more symbolic of the "doom and gloom"
