There seems to be two different points of view on enforcement and the ability of said enforcement (at least in the article you've linked to). It also doesn't look like a regulatory problem so much as an enforcement problem, but maybe I'm just not understanding the intracacies of the UK government. For example, what is a shadow minister?

It is rather refreshing to see two different points of view on an issue from a major news company. We don't get a lot of that here in the US.

So what constitutes "dna" here? I am assuming there is horse / pig MEAT mixed in, but dna could be anything....from a small mistake (hair?) to disgusting (use your imagination).....

A shadow minister is a member of the opposition party who is responsible for the party's policies on an issue. It's a bit difficult to think of an example that would be apt, but say if the Republicans appointed someone as a spokesperson on defence issues- he'd be kind of a shadow secretary of defence.

I can't think of an analogous US position. But I think we need to have shadow ministers. Depending upon the make-up of Congress, there may be committees led by the political party not currently represented in the White House, but I don't think that's the same thing.
