There seems to be two different points of view on enforcement and the ability of said enforcement (at least in the article you've linked to). It also doesn't look like a regulatory problem so much as an enforcement problem, but maybe I'm just not understanding the intracacies of the UK government. For example, what is a shadow minister?
It is rather refreshing to see two different points of view on an issue from a major news company. We don't get a lot of that here in the US.
