I think you're mixing up 'polls' with 'markets'.
A market is a place where exchanges occur, e.g. the fora, or this conversation. That's the general use of the word.
To use that word more rigorously: "non-market activities" are exchanges outside of the market sector (e.g the government). For example, politicians swapping votes and making compromises, or people voting for kittens, FT, or AoG.
