Actually, I went back, since other people seemed to have succeeded in reaching the quiz, and investigated some more.
I scrolled down to the Quizzes section and pressed (ie. "clicked on") the button over and over again and nothing happened. However, then I scrolled back to the top just out of curiosity, and at that point I noticed the "Ye" sticking in just barely over the right side of the screen. Then I scrolled horizontally to the right, found the whole "Ye olde survey" button, pressed it, and successfully did the quiz.
Anyway, I think when somebody reports a problem you should proceed from the assumption that they are acting in good faith, and not jerking you around just for fun. The button down below does not seem to work, although the one on the top right does. The one on the top right is probably noticeable right away for people with the new wide-screen monitors, but for people with standard monitors most of it falls off the screen. Most people will think to scroll vertically, but many will forget to also scroll horizontally to look for stuff.

I knew there was a catch to it. Can I give my ticket to my friend then? (I think he still works at Canary Warf, although they may have sold the old headquarters.)
