The only viable solution is to make going topless legal only if the local female population is on average hotter than some threshold.

I still think that any woman topless is fine. seeing a bigger diversity of titties all age, all size and all shapes gives ou a better empirical idea of what dressed up women look like naked, you need to train your eyes on all sort of females for a better understanding. It's educational, and I think that young american men become tit frustrated and end up with some spring break perversions when they are able to bend the rules.

Great news, Betiko! Toplessness is now legal in New York! Not just at beaches but in the park, street, driving around, bank, picking up your children from kindergarten, in a nice restaurant, at city council meetings, etc. New York is even more fin de siècle than France!
