A good Samaritan, using the analogy correctly, would be someone helping a person in need, unexpectedly. It's not a euphemism for being a vigilante, however worthwhile or deserving. Though that's a tad simple.
I feel the parable is being abused to be less about help coming from unexpected places, and more about wailing on a criminal.
