If you know that old lady's last four social security digits, you can call up the ISP and have them reset the connection for you. You'll need a charisma of at least 8, and the Smooth Talker perk always helps; otherwise, you won't get the desired dialogue option.
Make sure it's the router and not your computer. Try downloading the same stuff on other devices.
Update your wireless driver. (Uninstall the old one first, then install the new one).
If none of that works, it could just be that the router or cable modem are past their prime.
