Why 20 years and not a lifetime ban?

Oh, bans are theoretically permanent. It just took me 20 years to jump through the hoops and assemble all the documents and legal fees necessary. I don't mean 20 years of solid effort, I mean 20 years elapsed time, lol. It was really just a few days of running around courthouses and shit.
