It's a little more complicated than that.

El Chapo escaped from prison when Vicente Fox had 1 month on the job. He was the first president of Mexico that did not come from the PRI party. For 12 years Mexico was governed by the PAN party, and El Chapo was out, doing his thing. One year after the PRI party recovered the presidency, El Chapo gets caught.

For a man with so many enemies, and that has to move with a little army every time he decides to go somewhere, it's a little bit suspicious that he wasn't caught until last month.
