Will Mexico beat USA to full ADS-B?

Which country will be the first to have majority coverage using Automatic dependent surveillance-broadcast? This is the technology predicted in the early 90s to be the future of aircraft, where information is sent via satellite rather than a radar giving pulses.

Right now, the FAA is not in charge of their own budget, and they have faced setback after setback (the furloughs of all Air Traffic Controllers being the most obvious).
