In 1991 Romania had $0 in external debt. Today, after three decades of the NED and IRI's efforts to "provide capacity building tools to civil society organizations," it is saddled with crippling, crushing debt, rampant poverty, and mass unemployment.
You are confusing correlation and causation. NED programs worldwide may be a 10 billion dollar waste, but I need to be shown how training journalists, judges and members of parliament in the various media, legal and parliamentary systems of the world results in a country's debt. I also fail to see how giving grant money to civic society organizations causes that either.
It is true that basic human rights and most importantly, education, lead to more democracy than the NED ever could, but that isn't a maniacal plan. Nobody in that organization or above wakes up and says "how can I f*ck over Rumania today?"
