Let me retract slightly and clarify more.
If you want to aim for a high percentage, top of class etc. those opportunities for great study are there. I usually use them for personal study as opposed to what they are dishing out, but that is still there.
If you just want to pass and keep your scholarship, most courses require slightly above 0 effort. Read through the notes once before an exam and you are good to go.
So, at the end of the day, braindead people can, and do, end up with degrees.
