It's difficult to work out what the law actually involves from the information in the article. Classic SCMP hyperbole.

The 'moral standards' thing sounds like the usual stupidity though. We all eagerly await the latest token attempt at regulating morality.

Maybe if they'd stop committing terrorist attacks in Chinese cities and/or running away to join ISIS then they wouldn't need to be subject to higher levels of scrutiny when applying for passports.
