You're generalizing american studies to the broader world. American migration isn't the same as european migration.

In the UK education is totally free up to the age of 18, and my understanding was that it's the same in pretty much all EU countries (except maybe some Eastern ones).

which makes me chuckle. The FSA is bad in the US but it's probably a lot worse in Europe. Even the FSA pays, but they are too stupid, shortsighted or ignorant to realize they are paying.
There is no such thing as "free education" except the education that people learn just by living life, but even that has costs all of its own.
But, whatever, the FSA will always be clamoring for more "free" things.
