Obamacare? Lol, a pandering to insurance companies rather than real healthcare reform. Don't get me wrong, it's more affordable than what was out there before, but it's a joke. My mom is...unwell, so it's a relief that she can get insurance which she can afford, but the whole system is a polished turd.
If we're being honest, Obama will be remembered as the consummate politician, i.e. the guy who spun lies and sold us more of the same shit. While the rest of the world may love him, supposedly, they should take off the rose-colored lenses.
Again it comes down to a bias of the two parties. People think the Dems and Reps are different, but they really aren't.

As much power as he has, the president is still only one man. He does not have all the power in the world, he CAN be, and has, been overruled by the other branches of the government.
So yes, he has scaled back aggression where he could, but to comment on at least one of your point...he's not the one that has the power to declare war, only Congress can do that.
He can work to repeal the Patriot Act, but without co-operative judges, he can do little on that, either, as that is ultimately up to the Supreme Court to rule it unconstitutional.
Obamacare, at least he is honestly trying, don't deny it, if he wasn't he wouldn't have made such a big deal of it.
LOL. Just as a for instance, name one date on which Obama has asked Congress to repeal the Patriot Act. Yeah, of course he can't repeal it without Congressional action. But please, go ahead and try to name a single instance in which he has stood before Congress and asked them to repeal it.
