For trump? Absolutely that's a win. Weak-kneed centrists will fall over themselves to declare him presidential for not wandering too far from the prompter, and dems are too cowardly to actually stand against him. He did what he needed to rally his base. It was effective.

It was not a great speech. It isn't going to rouse anyone new to his cause. And it was boring as fuuuuuuuuck.
