If anything, this suggestion will take numerous people's accounts down. I usually log in from 1 computer, which is then shared between me and my roommates. This would effectively not let us play. Secondly, a 24 hour buffer time would make people come back. We are in a "now" society. If we can't play "now", we don't want it.
I am totally open to cracking down on multis.... but this is not the way to do it.
New Accounts must be accompanied with a new IP Address
Specifics/Details:
When someone opens a new account they will give a User name which becomes their ID. A program does a quick search to make sure the User name is not already being used. Expand this to include a quick search to make sure a duplicate IP address is not already being used.
How this will benefit the site and/or other comments:
Significantly reduce Multiple Account attempts. Which will reduce C&A cases, which will reduce moderator work load. This will also reduce multi-hunters that find games waiting for players & join them for quick points when the multi-account player is busted.

You will also have cases where people are using a dynamic IP. It's pretty easy to tell through a proper IP search if they are multies or not (even if they are using a dynamic IP), but chances are, if your IP is dynamic, then others on the site that you probably don't even know will share some on the same IP string at some stage, maybe even sharing one of the exact IPs that was in use by you some time ago. They recycle. You'd be blocking legitimate players from playing based on IPs that were in use by someone else in the past. It makes it all not so black and white and it also means that mods probably look at more than just the IP addresses before banning people.

It would be an interesting pilot project. We could do it for a little while and see what fraction of the repeat IPs actually are multis. If it's enough to continue justify checking out all of them, then we continue. If it's 1%, then we don't. We could possibly even do this now by just checking the last X people to join the site.
Who knows, maybe one day you'll be elevated to "head thinker".
If I went to Stanford, I have a bajillion IPs I could use every day. I could make enough multis to equal the current number of users and not run out of IPs.
EDIT: Actually, they gave up their /8 block in 2004. That's lame. They should have kept it to try and stop the internet from growing.
