I am not for this one... enough options already... sheesh... pretty soon we will have 500 maps and 300 options... overkill!

I'm asking what the difference is between this and nuclear spoils. in this spoils variation, the territories cashed in automatically turn Neutral. So say you had 10 troops on X. Someone cashes in Territories X, Y, Z. That means your 10 troops on Territory X turn into 10 Neutral troops. Understand?

One of the fun features of nuclear is that you can't build up any large forces to protect bonuses. This option would let you build up large stacks on the outside borders of bonuses, and if you get nuked, you're still protected by a neutral force. Seems like it would lead to a lot more stalemates.
