Indexing the suggestions would be phenomenal. There have been previous attempts to undertake at least a partial categorization of suggestions. Using your nomenclature, I have some more from my "personal collection" to possibly add. Some may be repeats; some might need to be merged; but these are things that I came across that I was going to do something with. I have tons more, but they don't fall into your categories.
Couple things to keep in mind ... the way that DBs (and other things) were dealt with years ago has changed. Sometimes the suggestions simply don't apply to the current rule set. Sometimes you really have to read between the lines to figure out what the rules must've been back then.
I'm looking through your stuff now and the potential merging issues.

I'm guessing this means that after a player has missed one turn, he should get shorter turns from then on. I merged it here, which is a topic listed in the index mentioned above.
Choosing Territories - For these ideas, I would see here http://www.conquerclub.com/forum/viewtopic.php?f=471&t=2755 - This topic concerns private games, so it has been merged with the appropriate thread linked to in the thread mentioned immediately above.

Will check those out. And looks like I just finished going through those, deleting, and adding a few more in when you posted. Will keep adding more as I get time, made a log so you don't have to go over everything continuously. Thanks again for helping with this!
Looks like you've been doing some good work with indexes, definitely integrating those.
