I'd say Ancient China has a good claim to be up there alongside Greece

I'd say roman empire, if you are comparing it to the rest of the world at the time the living conditions were as good as they get.
But if you compare them to eachother then the US.

I voted for the Brits out of patriotism, and cos it was probably the most liberal empire.
But (seriously, and with respect to Harry Lime) i'd go for Switzerland.
Genuine pacifists, which is very rare.
