Well, alphabetical order is hardly random, is it?
If you're new to the game you don't know what you're looking for anyways, but if you've used the tags many times you know the names - but with the current ordering you have no idea where to find it. Sorting them alphabetically would help a great ...

I've come to the realization that I will not have the skills necessary to do the kind of graphics I want for this one any time soon, and I'm not about to compromise on them.

The mapmaker has said he doesn't want to do an election map... and rightly so, I think.
That's perfectly fine. I wish more mapmakers had the guts to just say 'no'.

Sure, why not? Hope you'll find ways to spice up the mechanics a bit, though.

Theme and graphics has precious little bearing on whether a map is fun or not. They're just a means of setting a mood, getting it all in context. What makes a map fun is the gameplay, no matter if it's cities or electoral votes your're fighting over.

Agreed. The easiest and certainly the most sensible solution is to repeal the rule.

The real point is that the rule/policy of not allowing the nazi flag on maps makes no sense whatsoever if it's not applied on all maps.
