I am sure you have the time to work out the exact percentages but, I think that if only 440 people out of est 21,000 have got 2000+ points it cant be that easy.

actually it is easy, people just don't know it yet.
i made captain ~5 months ago after spending around 6 months in the 1200 points area. i used to think damn that's hard. will i ever get to colonel (old rank starting at 2000)? i don't think i will and stuff like that.
then i simply put my mind to it and in 3 weeks i got 1000 points rising to 2200. and 3 weeks is a long time. it can be done much much faster if you play many games at once. but since i used to play just 8-10 games almost all with no cards it took 3 weeks.
again getting to 2000 is easy. take a map you like and start playing 6-8p singles on it with the settings you like the most. always pick people of same rank or higher and i guarantee you'll get there if you really want to.
maintaining rank or even improving it is a whole different matter. when i got to 2000+ and entered the cc2000 games i started thinking that's my plateau. i was winning enough to maintain around 2200 but nothing more. then i simply put my mind to it and broke 2500. since then i never went back to captain and i'm continuously improving my highscore. not a spectacular rise since i don't play many games but still it shows it can be done.
and if i'd be more selective when it comes to gametypes maps and opponents i'm sure i could rise even further on the scoreboard.
