I have always interpreted the rule the same way that Twill has, there is less room for abuse and in any case it is clearly more ethical.

I have two issues with holding private talks:
First, this opens up a huge problem for potential abuse because the participants to such discussions will be tempted to be 1) less than candid about the terms of the agreement, and 2) will be tempted to only disclose the agreement just before they start launching coordinated attacks, (otherwise, they will be giving away more information than needed to their adversaries), and 3) may 'haggle' over the terms of the agreement for several rounds, while they have time to build up their forces & prepare for the attacks. Then, after several rounds of prepping, they'll give some sort of Pearl Harbor type warning a few minutes before they begin.
Second, I come here to play Risk -- not Diplomacy. I've never played a real-world game of Risk, in which the players routinely go into a closed room to discuss possible agreements. This sounds like a game of Diplomacy to me.
If we are going to start engaging in the Risk version of Diplomacy, then you should let everybody know about this 'new' rule. The mods should send an email to all players, so that everybody is on equal footing and everybody knows that they can start holding private talks, without informing others, until an agreement is made.
Then everybody will know that they'll have to start sending out pm feelers to the players in each game, so that they make alliances with some of these players, before alliances are made against them. This will take a lot of typing & will be difficult to keep up with, but I guess that's what people will have to start doing because we are not playing Risk anymore -- we are playing Diplomacy.
You thought the backlash to the new classic map was bad, wait till people find out that you want to change the game from Risk to Diplomacy.

It is my opinion that any discussion regarding a game that takes place away from the eyes and ears of all players is dirty.
I compare it to a real game around a board. If 2 players walk off into another room to discuss things, the other player(s) are gonna be pissed, and probably not want to play with those people anymore.

We're working on a re-wording to make this more clear.
We have some differing opinions on exactly where to draw the line coming from both the community and from team members so it could take us a few more days to hammer something out and get the wording right so that it is clear to everyone.

Not that that is in any way unusual when I play IRL with my friends I do feel that the easiest way to deal with it here is to say that anything outside the chat is illegal. It might make politics a bit more risky in some situations but there has to be risks with any gains tbf.

that blatently is acceptable as long as you tell the other players once you've agreed to form an alliance. making an alliance in secret - bad, planning an alliance in secret - a bit weird seeing as you can just plan it in chat but not against the rules

Nothing should be able to be discussed via chat. Why would you use PM instead of the public chat? The entire reasoning is to try to do something that you don't want other players aware of. It doesn't matter that it has to be announced.
Or you could have a rule that any proposed alliance must be announced in chat. Or such that if someone PMs another asking about an alliance, and the person rejects, that person is obligated to announce in that that the alliance was denied.
I think it's absolutely horrid to be able to form truces via PM even if you have to announce in chat after.

if alliances must exist, i completely agree with this statement... although, i do hate alliances and think they are tools for weak players, much like BooB and CM... but, if you don't have skill, why not try to get others to help you in a casual online game... if you are into alliances, try team games!! secret alliances and horrid play by others led me to the world of doubles, where i happily exist today...-0

Hate to dissapoint ya Thezz, but there's no in-house fighting. Just the rule, and a proposal to change it.

I think that what's going to happen with the next update is that the wording is going to be changed to:

Rule 2: NO Secret Diplomacy
Any and every form of diplomatic talk between players should be open and posted in game chat in a language that all players in game understand. This includes (but is not limited to) Alliances, attack coordinations, truces etc.
