That didnt dictate his economic policy, and a lot of what the republicans wanted was either vetoed, watered down or just not implemented.

There is said "American" not "USA" president and Jefferson Davis is American. So he should be in the list as he is definitely one of the most famous American presidents.

Chester Arthur's parents lived in Canada and then moved to Vermont. Venezuela, Canada and Mexico do not have America in there name. They are located in the Amearicas but Amearica is not in there name. It all boils down to the terms America and American. The US is titled United States of AMERICA. It is technically the United States of North America.
US citizens have taken to refering to themselves as Americans, but an American is actually anyone living in any of the Americas.
