I hate the questions of 'is he "in" somewhere' because that's very subjective. I might say I live "in" Atlanta, but my mailing address says Marietta or Alpharetta or whatever. The only way to be fair with your answer is to answer no unless the address actually contains somewhere. Much easier to draw lines to divide the area by something.
