That's not true. If we go back to the 2010 Olympics, they were played on NHL regulation rinks and the level of play was great and it wasn't all 1-0 games. '87 Canada Cup, one of the greatest tournaments ever played for hockey (if not the best) all the scores in the best of three final were 6-5 and they were played on NHL sized ice surfaces.

But with both those tournaments the game was played by international rules regardless of the size of the rink. I'm not saying that the rink is what holds scores low. I'm saying that with a larger rink scores would be higher and we wouldn't need all the new rules.
