Remember - it's more than likely that your parents DO have a Credit Card! So here is Guilty_Biscuit's 5 step guide to getting mum or dad to fork out the $20 for your premium membership:
Pick a time when you know your parents are in a good mood. (very important, don't do this just after they've caught you trying to put the family pet into the washing machine).
Ask your parents nicely. If they concede, give them a big hug and kiss.
If they still refuse, tell them why you want it. Be truthful (as far as possible). Remember - ALL your friends play CC and you NEED premium to be able to play with them all. Risk is educational, you learn all about probability, strategy and diplomacy. Risk is also very social ("you'd be CRAZY to attack me -- what about Biscuit? He's about to get the whole of Europe!!!..."). Plus, you won't be on CC all the time because it only takes a few minutes to take your moves and then you can get back to your homework (homework plays well with parents ).
If that does it, you're lucky. If it doesn't then offer to give them $20 or split it 50/50. Remember it's SO UNFAIR because you can't just save up pocketmoney because you need a credit card to pay. If you don't have the money then I'm afraid you'll have to offer to do chores around the house. Some suggestions for easy chores to do: wash the dishes, set the table, take out the trash, sweep, vacuum, dust, smuggle drugs for a local gang (just kidding don't do that.)
If that still doesn't work you have some tough parents. wait a day or two and do some extra chores around the house. That makes parents happy because they hate cleaning as much as you do, most of the time. Then ask them again politely. Repeat this step for a couple of weeks. Repeating is important. Persistence can signal that you really do want something, and aren't just begging for money. If they still haven't bought you premium then it's time to move onto plan B.
PLAN B
So you have some tough ass parents - don't worry about it kid, life is tough, so you have to be tougher:
Birthdays & Christmas - what do you want? Premium membership of course! Ask everyone for Premium membership - someone is bound to buy it for you. Don't ask Grandma or Grandad though or you might end up with a premium membership to God knows what.
Ask your parents if you can do odd jobs around the neighbourhood after school. Mowing lawns and raking leaves are common tasks that neighbors don't want to do themselves. Always tell your parents when and where you are going to work for safety reasons! Perhaps you can find someone who will pay you to mow their lawn by getting you premium!
If all else fails you are just going to have to wait. Make sure you grow bitter with the world. Store up your hatred, feel the anger flow through you... (wait, no, that's Star Wars).
WARNINGS
Bad things could happen if you start shouting.
If your parents say no, don't press the issue too much. You do not want to receive punishment for not respecting their requests.
Don't say "I hate you" to your parents because you will never get anything from them, and because you know it's not really true.
Keep one thing in mind: your parents might be on a tight budget because of financial problems, paying off loans on a new car, house, bill, etc. So if they cannot get you premium right now, try to understand.

My personal tip - join a paperround that sends you cheques. Say you need a debit/credit card to cash these cheques in. Voila, now have at least twenty dollars on the card and get premium.
