I thought I read there was a rule requiring players to try to win. Giving away territories for nothing is NOT trying to win.
The language of their postings is so similar, they may even be one player with two accounts. Zara, Venice, and Ratisbon were all surrendered by illiad to Master Ape for nothing.

Illiad has been here since Sun Jul 24, 2011 and Master Ape since Sun Dec 02, 2012. This is their first game together in all that time. That hardly screams multi, to me.

This is definitely right.

However the gameplay, IMO, seems to indicate that they are the leading 2 people in a Objective map... I don't see anything here. C&A might feel otherwise inclined though.

The dates of their joining and previous lack of playing together are good indicators of no multi.

But the giving of three territories to the strongest opponent for nothing in exchange is strange. Have you monitors seen that activity in the past?
