How come they can have only 9 people?
Are they under same tournament rules like all other tournaments?
Are TDs in anyway involved in making/creating of auto tourneys or any other way?

TDs are not involved in Auto Tournaments in any way. Any complaints about them must be submitted to the attention of the admins, most likely through the Bugs forum.

In addition to that, the ones with less than 16 people haven't been giving out medals.

Maybe someone can anwer me this
Some tourneys have a score minimum/maximum range. Is that determined by the time of enrollment or it will check our score when the tourney begins?
