Holding victory objectives counts as as kills in my personal opinion. However this is a loophole I did not consider. I will message a tournament director and discuss it with them. Message I sent in:

I have a bit of an issue with a tournament that I took over from someone else. The final has ended and I discover there was a hole in my system.
According to to the rules, every player would receive 2 points per kill and 1 point for victory. The problem I have is that someone won by victory objectives, thereby certainly claiming 1 point and eliminating 3 other players. In my personal opinion those 3 eliminations count as kills. Other people however, might not see it that way. They might claim that he would receive merely 1 point rather than 7.
So I have a bit of a dilemma. Either I announce [player]JBlombier[/player] as the winner of the tournament with 7 points or I start a tie-breaker final with [player]TX AG 90[/player] and [player]osok68[/player].

JBlombier is hereby declared winner of the tournament, for the tournament medal anyway. TX AG 90 already won his general achievement medal some time ago.
