If you're going to argue that the act of collective-security in which the USA was involved was in fact something else; then I'd appreciate it if you could explain to me the significance of the recent International Court of Justice ruling on the matter; which unwaveringly supports the propostion of mine that you've quoted. Indeed, I took the liberty of casting my eyes over wikipedia (which is by no means the first time I've read about the subject) and that too supports my proposition with which you seem to disagree.

7.62mm for snipers is actually pretty good, if all you need is a gun that will stop a man dead cold in his tracks. While .50 cal./12.7mm is great if you need to blow through a brick wall to hit the guy or defeat any type of personnal armor (and then some). Even though the M-16 uses 5.56mm for armor-piercing capablity, 7.62 is better at stopping power.

US President Bill Clinton was however extremely reluctant to commit American forces for a ground offensive.
America only really entered Kosovo after Blair urged Clinton to help.
