Since he had a lot of NR games from his 1st report and now this, I have given him a timeout from playing New Recruits, and also to protect him from potentially and horribly losing again as what WALLZ mentioned above.

That doesn't seem like much of a punishment? From a warning to "you can no longer do this". It should be that AND a punishment.
