You can be taking other turns and still missing one afterwards.
accused has 146 games. Maybe he didn't have time to take all of his turns that day.
Maybe he was waiting to finish this one after taking a few loss and missed it by mistake.

Larry he missed one turn and it does say:

It is believable that he forgot to deploy enough to kill that territory. We can see that he forted troops over at the end of his turn. Then he missed one turn, comes back and immediately finishes off your last territory. There isn't enough in that to suggest that he was deliberately holding you in the game for longer than he should.

Holding hostage generally involves deliberately keeping someone in a game over multiple turns. If he dropped troops and didn't kill you on his next turn, I think you'd have cause to complain.

You should provide game numbers where he has done this before. The mods can't build a case off one game. Alone, it looks innocuous.

In this instance, the accused did complete the game in a semi timely manner. There appears to be some turns taken around the time, but also misses.
It appears that they have a heavy game load at the time (148 active games) and missed a number of turns.

Due to past history of hostage taking, I'll note this report for future reference if it continues to come up. But at this time I dont see enough evidence to merit holding someone hostage.

Really.................is this worth the time or effort.
Also, not sure why i was not asked for my comments/defence? Is this a Totalitarianism site? Am i convicted by the mob without my say..But i do appreciate that on this occasion there seems to be no charge to answer......
