If you thought that something untoward was happening in global chat, then you should have screenshot the entire conversation, so we could get a better picture.

Just from these three quotes, I feel like the person just has a dry sense of humour and was messing with you. Do you have evidence that they actually tried to solicit money. Did they send you a link?

Since this happened in Global Chat, it's not a C&A issue, it's a chat issue and should have been reported to the chat team directly.
