Automatic Troop Deployment Error

Greetings

In game 24239277 with Third Crusade map.
Everyone should receive a Starting Point territory designated by a gold ring with six troops. I got no starting point with a gold ring nor six troops inside. It is a new glitch and I have played this map countless times.
All my territories had only 3 troops at the start.
The game log shows only two player turns before me, and neither conquered any territory of mine.
Any clue about how this happened?
