Depends on the settings, siam is kind of useless in escalating, because the 2 bonus in oceania isn't worth it. But in no cards or flat rate, siam is important because you can defend your bonus with one territory.

Siam really isn't important in No Cards & Flat Rate, it can just come in handy. You can defend Australia with 1 front from Indonesia, bringing your troops to Siam just makes it so you can mobilize your troops while defending Australia.
Ukraine can also come in handy late in the game when you want to hold Asia & you don't feel like thinning out your defenses by defending Afghanistan & Ural, but I usually try to stay away from Asia unless I know I can hold it because the whole board will turn on you if you fail to hold it.
North Africa isn't a really great place to hold unless you have ALOT of armies on it. It borders 6 other territories so that is plenty of other people to attack you, like Siam, North Africa is a great place to mobilize your troops to but you are also putting yourself out there.
I voted for the Middle East since it can serve so many purposes. It can be used as a front when holding Asia, and it can be used as a front when holding Africa. I've lost & killed more troops in this country than any other

ME is not very important, it's really just another country, it doesn't serve to decrease the number of territories you must defend.

As for the rest of the options, it all depends on where you're coming from and what your immediate goal and what your long-time goal is.

They asked Territory, not State. But in that instant, you would be meaning Western United States.

Middle east and urkraine, together are the most important. I believe the most important countries are the ones that you can defend the most territories from the least defensive points. Alaska, Greenland, and Brazil are a nice place to start. If you can hold that, push out and take europe and africa and defend all of North America, South America, Africa, and Europe from only 3 points. Of course if you are doing the whole Oz routine you better take middle east and ukraine first. From either side of the board Middle East and Ukraine are key. I'll add honourable mention to western europe as a nice place to sneak into SA.

Middle East borders Africa, Europe, and is part of Asia. It borders multiple territories in each of these continents. If you're Africa, you can use it to hold Asia back, or to flank Europe. If you're Asia, you can use it to infiltrate multiple borders of Africa and Europe.

It is key.

I voted for North Africa because while it can be the hardest to defend, it allows you to mobilize to 3 continents (Europe, the rest of Africa, and SA) very quickly.

I picked Siam because I like to take a continent and then use the bonus to feed other parts of the board. Its easier to protect your bonus with Siam because there is only 1 enterence and 1 exit.
