* Why it is needed: whenever i used to play risk with a board we whispered to each other about alliances and we knew if someone was talking so doing this will show who is talking in a game and help take out secret alliances

It may also raise false suspicions. A PM dosnt necesserily mean a secret alliance. I would be awfuly distressed if somebody send me an inocent PM and then the other players accused my of breaking rule #2

Yeah, the PM might not be for alliance purposes. Also, it's kind of breaching on the privacy of players. Anyone who tries to forge secret alliances is an idiot anyways.
