Attack the Germans? Dude, the Russians need to focus on living, not attacking - especially if the Japanese player is any good. Germany's the weakest Axis player as long as the Allies contain her... Japan's got too many options for expansion to tangle with early. As long as the Russians can just keep Germany stuck in Europe, the other two can contain her in Africa and at sea, then start building to crush Germany. You really, really don't want to tangle with Japan early. Actually, I usually try not to attack Japan until Germany is dead.

As a boardgame connoisseur of sorts, I have a lot of board games. (duh) I have Axis & Allies (Milton Bradley 1987 version) and also the Axis & Allies Europe (Avalon Hill (now Hasbro
version) and I enjoy them both thoroughly. The only problem is that, similar to the boardgame Castle Risk, it can become a stagnant game of piling up armies and hours of just rolling dice to conquer just 1 territory. I do like the new version and the old equally ... now finding people to play is tougher, so I went out and had some kids and at the tender age of 6, 7 and 8, I am grooming them to be A&A and Risk compliant.
I do weep at the fact that Hasbro bought Avalon Hill for a measly $6 million and will let lots of fantastic boardgames collect dust instead of issuing them again. What a sham! ...don't get me started, please.

Do what works for you. Russia is samwhiched inbetween the axis powers. Germany is easier to beat. Regaurdless of who you decide to attack you need help from other allies or your dead.
The key to the game (has worked every single time for me) is Air superiority followed by Sea superiority....no matter if you are axis or allies. He who controlls the skies and seas has achieved victory.
