I also want to help in statistics and every other work with math.
However, in regards to reporting on new tournaments and tournaments that are actively seeking players, a monthly publication is not nearly frequent enough, neither is every two weeks. The new tournaments and new sign-ups take far less than 2 weeks on average. At least, that is my experience, perhaps that isn't the case for everyone else.

I think that full issue should be monthly. But information about new tournaments should be at least weekly. I don't know whether we need some "half issue" bi-weekly.

If an organizer prepares a new tournament which has same (or very similar) rules as some previously played tournament, he should inform us the very moment he makes a definite decision. He should provide:
1) Name of the new tournament
2) Link to old tourney's thread
3) Few words about special features of his new tourney
4) Approximate date of new tournament thread showing up
This way subscribers could decide on time - whether or how much they wish to play that tournament. If approximate date of new thread showing up is known, most eager players could start to check few days earlier.
Further, if an organizer definitely makes new tourney, but haven't decided some details yet, he can make a poll and provide us items 1-4 again. (just in item 2 would be link to poll instead link to old tourney) He isn't obligated to act according to poll results, of course. But poll and following discussion must be of some help to him while our benefit is in being informed on time...
If organizers create a really good habits, weekly new tournaments informations should be more than sufficient. Even bi-weekly should be about enough...
Someone could say that I am asking too much, but I wouldn't agree. I mean, every organizer wants to see his tourney easy and quickly filled. So close cooperation with bulletin is in their best interest...
