He may plan but it will be very hard because a lot of time has passed and he has probably lost several players.

If he does return then he should set up the missing round 1 games, give automatic wins to those whose opponents won't join in 2-3 days and start with second round asap. That would be only way to keep the things going and keep players he has. And if there aren't people joining round 2 games then let round 1 losers take the spot of the winner. Just some thoughts, hopefully this will get back on track
